European E-bike with Chinese parts. Motor runs constantly when the bike is turned on; everything else is fully functional. You will either need some electrical engineering skills, or the willingness to order a new controller from the Chinese company. You could also disassemble the electrical components and use it as a regular bicycle if you wish. It comes with panniers.
