Hampton is VERY clicky (at town hall) and very much "who you know" type of government. The property is located at the junction of two class six roads, both gated (I have keys). I had contacted a lawyer, who said forcing the town to issue a building permit was doable, but you know lawyers?
Now I haven't lived in Hampton for many decades, but here is what I know. I grew up across from the class six road that bisects the property. When I left, in the 70's, both roads were wide open with no restrictions. There was a foundation and well for a house 3/4 of the way up Whites Lane (the structure was long gone), so there has been a history of residences in the area on that class six road! The road is still passable, as I drove up there only last year with no problem. .The property is heavily wooded, perhaps even for commercial timber? There is a small stream where the property boarders North Hampton. Electricity could be a problem as the nearest power lines are approx. 1/4 mile away. The land have never been perk tested, to the best of my knowledge.
The property is surrounded by conservation land. Several times a year I receive letters wanting me to donate (or sell at a VERY low price) my property. I believe this may be part of the reason the town may be reluctant to issue building permits? While I am willing to subdivide, I do want to retain enough land to continue to receive the "current use" tax break..........Pete
